Belgium is genuinely three search markets sharing one country: Dutch-speaking Flanders in the north, French-speaking Wallonia in the south, and a small German-speaking community in the east, with Brussels sitting bilingual in the middle and carrying an additional, distinct audience of EU institutions and international organisations. A single-language Belgian campaign reaches, at best, half the country — and often the wrong half for a given sector.
Belgium is not one language market wearing two names
Flemish Dutch and Walloon French are not simply Belgian dialects of Dutch and French from the Netherlands or France — they carry their own regional vocabulary and, commercially, represent genuinely separate buyer populations with different competitors and different media. Treating Belgium as a single French-language or single Dutch-language market, as many international campaigns do by default, misses roughly half the country outright.

Authority is regional here too — Flemish media and Vlaamse ondernemersorganisaties for Flanders, French-language Belgian press and organisations patronales for Wallonia. AEO depends on the right language version reaching the right assistant query, the same hreflang discipline as everywhere else.
